Promotion Comercial18/01/2012Aquest Monday started the Introduction to Russian organized by the City Council and staff is directed to the public and commercial establishments tour. The purpose is to provide workers and employers who are in contact with our visitors tools for proper treatment, they are given basic knowledge of the language and some expressions of welcome and courtesy.

The opportunity to participate in this course has been offered to all staff in the field of trade and the town began as a request from the working sector accommodation that are made from the area of tourism.

The course is free and has 43 participants, which are required to form two groups: a group of 21 students every Monday and Wednesday, and the second group of 23 participants on Tuesdays and Thursdays. The sessions will take place from 16 January to 28 March 2012, inclusive, from 13h to 14.30h the auditorium of the Civic Centre in Empuriabrava.

In recent times, the city of Castellón Empúries was aware of the situation of uncertainty and anxiety that are suffering the residents and users of the Marina of Empuriabrava in making decisions on future actions adopted and reaction mechanisms available to residents and users of the Navy address the immediate consequences caused by the executivitat settlement agreed on the new Marina of Empuriabrava by Order of the Ministry of Environment and Rural and Marine dated 23 December 2010 (and published in the Official Gazette dated 24 January 2011.)
Remember that the new settlement occurred on the Navy means that these lands have been deslindats and, therefore, declared as a maritime-terrestrial public domain have become part of the requested State and, therefore, that Private owners of these people lose their land and property use and enjoyment of the powers that had so far this land, as private owners.

As noted in our own Ministerial Order adopted dated 23 December 2010 and is determined by the aforementioned First Transitional Provision of the Coastal Act, allowing the owners of those private lands that are included in the Navy between the old sea-boundary of public land and produced in accordance with the agreed settlement in 2010 and published in January 2011, may apply to the Administration for the granting of this land for a period of thirty years, which could be extended up to thirty years, respecting the existing uses and land use and with no obligation to pay any fee for obtaining this award.

As already acknowledged the Constitutional Court, the settlement of private property entails joining the maritime-terrestrial public domain, which clearly represents a unique form of expropriation, and has determined that, in these cases, the legislator have decided to define the possibility of granting the concession provided in the transitional arrangements contained in the First Transitional Provision of the Coastal Act as the economic equivalent or compensation should be paid to the owner affected by the transformation of your property private.

Remember, in this respect that Article 33.3 of the Spanish Constitution and Article 1 of the First Protocol of the European Convention on Human Rights provides that no one shall be deprived of his property without appropriate compensation.

So from the standpoint of maximum protection of the rights of individuals, it is strongly recommended that all those who can, to meet the regime covered in the First Transitional Provision of the Coastal Act, apply the corresponding concession, to avoid the possible risk exists that, if not request it, to see canceled all his powers as owners of their property, such deslindats (with the uncertainty of powers, it is recommended to ask Costs do so by the Government as a Coastal State).

The Town Council feels an obligation to inform the residents and users of the Navy's rights provisions on the grounds of the owners and they were urged to exercise them within the existing legal framework.
